SSAP and Blank Updates to the Statutory Financial Statements – May 28, 2026 BWG Conference Call

The Blanks Working Group (“BWG”) held a conference call on May 28, 2026 to review sixteen previously exposed positions. All of the items were adopted and will be effective with the 2026 Annual Statement, unless otherwise noted. 

Adopted Items

The items below were adopted with minor editorial updates and/or with additional comments (i.e. friendly amendments) from the BWG, regulators, or other interested parties. All adoptions are applicable to either the Life/Fraternal, Property, Health, Title or Separate Account blanks, as specified by “L” for Life/Fraternal, “P” for Property, “H” for Health, “T” for Title and “SA” for Separate Accounts, or some combination thereof. 

  • 2025-23BWG Modified: This item updates the Separate Account Assets page by adding columns for “Nonadmitted Assets” and “Net Admitted General Account Assets.” It also adds a new line item, “Change in Nonadmitted Assets,” to the surplus account section of the Separate Account Summary of Operations, and introduces a new page titled “Exhibit of Nonadmitted Assets.” The new exhibit will provide current and prior-year totals for nonadmitted assets, along with the related change in nonadmitted assets. This item is associated with SAWPG Ref #2025-25 and will be effective for the 2027 Annual Statement. (SA)
  • 2025-24BWG: This item modifies the disclosure for Note 18B – ASC Plans for disclosure clarifications in SSAP No. 47 – Uninsured Plans that have been adopted by the SAPWG in Ref #2025-30. The revisions correct the net gain or loss calculation on ASC plans. (L/P/H)
  • 2025-25BWG: This item modifies the disclosure for Note 2 – Accounting Changes and Corrections of Errors for disclosure clarifications in SSAP No. 3 – Accounting Changes and Corrections of Errors that were adopted by the SAPWG in Ref #2025-34. The revisions update the instructions for the disclosure to make it consistent with the updates to the Valuation Manual (VM). (L/P/H/T)
  • 2025-26BWG Modified: This item modifies the Annual Statement expense categories and instructions to remove outdated terminology to reflect the current types of expenses that exist for companies. This item coincides with the adoption of the SAPWG Ref #2025-33. (L/P/H/T) 
  • 2025-27BWG Modified: This item adds a new footnote to Schedule D, Part 1, Section 2 to report the BACV by NAIC designation for Collateralized Loan Obligations (CLOs), Collateralized Bond Obligations (CBOs), and Collateralized Debt Obligations (CDOs). A section will be added to the Life/Fraternal AVR to report CLOs, CBOs, and CDOs and the existing long-term bond section of the AVR will be modified to ‘long-term bonds excluding CLOs/CBOs/CDOs’. Section letters will be included in the Line Number column, renumbering all lines in the AVR Default Component and the AVR Equity and Other Invested Asset Component. (L/P/H/T/SA)
  • 2026-01BWG: This item modifies Notes to Financials Note 26 – Intercompany Pooling Arrangements to add instructions addressing modifications to existing intercompany pooling arrangements involving transfers of assets with fair values that differ from statement values.  The proposal is intended to clarify Note 26 in connection with the changes adopted in SSAP No. 63 – Underwriting Pools (SAPWG Ref #2022-12).   • 2026-02BWG Modified: This item adds a crosscheck comparison between Note 11B – FHLB Agreements and General Interrogatory 26 to ensure the two places tie within the Annual Statement. The footnote instructions for Life/Fraternal Exhibit 7 and Separate Account Exhibit 4 will also be modified. (L/P/H/T/SA)
  • 2026-03BWG Modified: This item updates the Life/Fraternal Annual and Quarterly blanks and instructions for Exhibit 5, General Interrogatory lines 27.6 and 27.7, Supplemental Exhibits and Schedules Interrogatories and the Variable Annuities Supplement to clarify how companies should report valuation standards for VM-22 business. A new annual supplement for VM-22 reserve reporting has also been added. (L)
  • 2026-04BWG Modified: This item adds a section to Notes to Financials Note 11 – Debt to disclose funding agreements backing special purpose vehicles (SPV) issuances (FABN). It also adds a footnote to the Life/Fraternal statement Exhibit 7 and Separate Account Exhibit 4 to report the amount of total funding agreements backed by SPV issuances. (L/P/H/T/SA)
  • 2026-05BWG: This item modifies the instructions to require explicit identification of instances where NAV is used by requiring direct reporting, rather than inference through omission, in the Fair Value Hierarchy Level and Method Used to Obtain Fair Value Code columns in Schedules D and BA. The updates will require completion of this column for all reported items and restrict reporting to indicators expressly permitted in the Annual Statement Instructions. (L/P/H/T/SA)
  • 2026-06BWG: This item modifies the instructions and illustration for Note 5.L(1) by adding a reconciling adjustment line to identify assets pledged under multiple arrangements.  (L/P/H/T)
  • 2026-07BWG: This item updates Schedule D, Part 1, Section 1 and 2 to add clarification to the instructions for the “payment due at maturity” column and to specify what reporting categories should be reporting in this column. It also adds clarifying instructions to the “origination balloon payment percentage” column on Schedule D, Part 1, Section 2. For Schedule BA, Parts 1, 2, and 3 clarification was added to the “maturity date” column to complete the column if the investment has a contractual stated maturity date. This item coincides with SAPWG Ref #2025-29. (L/P/H/T/SA)
  • 2026-08BWG Modified: This item allows for an additional option in the list of active status codes on Schedule T to include an “O – Other” category for reporting entities that have a unique, restricted license type that does not fit into one of the other existing categories. This category would be used by captive insurers, international insurers, or other types of insurers that have received an insurance authorization from a U.S. jurisdiction, but do not qualify as fully admitted carriers and do not fit into one of the other categories. The proposal also edits the “N – None of the Above” status code to change it to “N – None,” as instances where the existing codes do not apply would now be reported through the “O – Other” status code. In addition, the proposal adds a field to the Schedule T footnote for the reporting entity to provide a description of the “O – Other” license type being reported. (L/P/H/T)
  • 2026-09BWG: This item updates the Five-Year Historical to re-incorporate a line for reporting short-term and cash equivalent affiliated investments. (L/P/H/T)
  • 2026-11BWG: This item updates the instructions for the Notes to Financials, Note 5A – Mortgage Loans by adding a paragraph to disclose mortgage loans acquired through a qualifying investment in a qualifying trust. This items coincides with the new disclosure added to SSAP No. 37 – Mortgage Loans through SAPWG Ref #2025-13. (L/P/H/T)
  • 2026-12BWG: This item updates the AVR Equity and Other Invested Asset factors for Collateral Loans in Columns 7 and 9. The factors should have been set to zero when the collateral loan section was added in 2025. (L/SA)
